PennDOT Announces Major Pittsburgh-Area Road Projects

District 11 Work Planned In Allegheny, Beaver, Lawrence

Officials from the Pennsylvania Department of Transportation's District 11 talked about 2008 plans for major road projects on Wednesday morning.

"Last year was certainly a big construction season around the region," said Dan Cessna of PennDOT. "This year is likely going to top that."

The following is an overview of some of the work:



Roadway Improvements

Continuing projects from 2007:

  • Route 19 West End Improvements: The project includes the realignment and reconstruction of the West End Circle, replacement of two bridges, widening of Route 19, lengthening acceleration and deceleration lanes, construction of three retaining walls and new drainage, guide rail, landscaping, highway lighting, traffic signals, signing, pavement markings, ITS components, and other improvements. Construction will conclude in summer 2010.

  • Route 28 Improvements: The project includes rehabilitation of 17 bridges, concrete patching and resurfacing on Route 28 in both directions from south of the Harmarville Interchange to the Russellton exit, widening to create a third northbound lane on Route 28 from the Harmarville Interchange to the Pittsburgh Mills and construction of two noise walls. Construction will conclude in late fall 2008.

    PennDOT also started a project to address the rock fall area and improve safety along southbound Route 28, which will be completed in late 2008.

  • I-79 Neville Island to I-279 Parkway North Improvements: The project to improve the northbound lanes started last summer. This year's effort will address the southbound lanes. Preliminary work for 2008 is under way with the crossover of southbound traffic to the northbound lanes occurring April 14, weather permitting.

  • Parkway West Interchange (I-79/I-279) Missing Ramps: The project is constructing two new ramps: I-79 South onto Route 22/30 West and Route 22/30 East onto I-79 North. In addition, a lane will be added on Route 22/30 in both directions.

  • I-79 Bridgeville Interchange Northbound Improvements: The project is widening and realigning the ramp and constructing a new bridge over Chartiers Creek to allow improved access to I-79. The project will be completed in late August 2008.

  • Route 28 to I-279 Missing Ramp: PennDOT started work in late 2007 on a project that will construct a new ramp allowing southbound Route 28 traffic to travel directly onto I-279 south.The project will be completed in September 2008.

  • Route 88: McNeilly Road to Sixth Street: The project that started in August 2007 includes intersection realignment, widening, and resurfacing; and turning lane, guide rail, barrier, curb, and signal improvements on Route 88 between McNeilly Avenue to Sixth/Killarney streets in Castle Shannon Borough and the city of Pittsburgh. Work will conclude in May 2 008.

    New Projects for 2008:

  • Parkway East I-376 (Phase III) Edgewood to Churchill improvements: The project begins at the bridge over South Braddock Avenue at the Edgewood Swissvale interchange and concludes at the bridge over Route 2048 (Business Route 22) in Churchill. The project will begin April 2 and will conclude in late fall 2008.

  • I-279 Parkway North: This project will begin in May to improve the Parkway North from the Fort Duquesne Bridge to Camp Horne Road (Exit 15). Work will also occur on the High Occupancy Vehicle (HOV) lanes, which will require closures. Work will conclude in early 2009.

  • Route 22 to Business 60 Improvements: The project includes milling and resurfacing semicolon minor shoulder work; guide rail, grade adjustment, inlets and bridge rehabilitations on Route 22 in Robinson, North Fayette, Findlay and Moon Townships from the Route 60/22/50 interchange west to the Route 60/Business Route 60 split. Construction will begin in midsummer 2008 and will conclude in spring 2009.

  • Route 28 Heinz Wall Repairs: Construction will take place off the shoulder of northbound Route 28 between Chestnut Street and Heinz Street in the city of Pittsburgh. Construction will begin in May and end in early 2009.

  • Route 88 Library Road: The project includes milling and resurfacing, additional turning lanes, new drainage and guide rail on Route 88 (Library Road) from Castle Shannon Boulevard to Grove Road in Castle Shannon Borough and the city of Pittsburgh. Construction will begin in late summer 2008 and will end in early 2010.

  • Route 380 Penn Circle to Frankstown Avenue: The project includes improvements on Route 380 (Bigelow Boulevard) from Penn Circle to Fifth Avenue and from Route 8 to Frankstown Avenue in the city of Pittsburgh. Construction will begin in May and will conclude in late October 2009.

  • I-579 Crosstown Boulevard: The project includes rehabilitation on various ramps and I-579 from the intersection with Route 3069 (Liberty Avenue) to the Veterans Bridge in the City of Pittsburgh.The project began in mid-March and will conclude in early 2009.

  • Route 130 Allegheny River Boulevard: The project includes the updating, installing and coordinating of five signalized intersections from Penn Hills to Verona in Penn Hills Township and the city of Pittsburgh. Construction will begin in June 2008 and conclude in late 2008.

  • Business Route 22 (Route 2048) Improvements: The project includes repairs on Business Route 22 from Rodi Road to Mosside Boulevard (Route 48) in Churchill Borough, Wilkins Township and the Municipality of Monroeville. Construction will begin in April 2008 and will conclude in late 2008.

  • Route 3038 Conner Road: The project, which will occur in the summer of 2008, includes restriping to add left turn lanes from Washington Road to Library Road and new signals at the intersections of Sunridge/Terrace Drive and Greenridge/Oregon Trail Road in Bethel Park Borough and Mount Lebanon Township.

  • Route 3069 Liberty Tunnel Rehabilitation Phase I: The project includes repairs inside the Liberty Tunnels. The project begins in April 2008 and concludes in fall 2009.

  • Route 4036 Big Sewickley Creek Road: This project includes resurfacing on Route 4036 Big Sewickley Creek Road from Sunset Drive to Hitzell Hills Road in Bell Acres and Economy Boroughs. The project will be constructed in 2008.

  • Route 4052 Warrendale-Bayne Road II: The project includes widening and intersection improvements on Route 4052 Warrendale-Bayne Road in Marshall Township. Construction will begin this spring and conclude in the summer of 2009.

  • Route 28 Etna Interchange Phase IV: The project includes improvements of Route 28 in the interchange area south of Route 8 to Route 1005 (Highland Park Bridge. Construction will conclude in late October 2009.

    Bridges Improvements

  • Route 885 Boulevard of the Allies Bridge: The project to replace the bridge that carries the Boulevard of the Allies over Forbes Avenue in the Oakland area of the city of Pittsburgh started last summer. The bridge was closed in January and will remain closed through November 2008. Forbes Avenue will be restricted to a single lane this summer and some weekend closures will occur in June as new beams are placed for the bridge. The overall project includes the demolition and reconstruction of the mainline bridge, the replacement of south and north ramps with new roadway ramps and the elimination of the contra-flow traffic lane on Forbes Avenue. Overall construction will conclude in May 2009.

  • Route 8080 Monroeville Mall Entrance: This project will rehabilitate the bridge over Business Route 22 at the entrance to Monroeville Mall. Construction will begin in April and conclude in December 2008.

  • Route 8/62nd Street Bridge: The project to preserve and improve the Robert D. Fleming Bridge that carries State Route 8 over the Allegheny River in the city of Pittsburgh and the boroughs of Etna and Sharpsburg, Allegheny County, started construction in early March. The project will conclude in November 2008.

  • Route 30 Westinghouse Bridge: The project includes expansion dam and bearing repairs and anchor bolt replacements. Construction will begin this fall.

  • Route 121 Greentree Road Bridge: This project will paint the bridge that carries Route 121 (Greentree Road) over I-279 (Parkway West) in Greentree Borough. The project will begin in May and will conclude in October 2008.

  • Route 978 North Branch Road Bridge: The project will replace the bridge that carries Route 978 North Branch Road over Robinson Run in North Fayette Township. The bridge will be closed during construction. The project will begin in October and conclude in July 2009.

  • Route 2048 William Penn Highway Bridge: The project will rehabilitate the bridge that carries Business Route 22 over Rodi Road and Chalfont Run in Wilkins Township. The project will begin in April and will conclude in November 2008.

  • Route 2033 McClintock Road Bridge: The project will replace the bridge that carries Route 2033 McClintock Road over Jacks Run Road at the intersection of Route 48 in White Oak Borough. The bridge will be closed during construction, which will begin in the spring of 2008 and conclude in November 2008.

  • Route 1010 Hart's Run Road Bridge: The project will replace the bridge that carries Route 1010 Hart's Run Road over a branch of Hart's Run in Hampton Township. The project will begin in November and conclude in October 2009.

  • Route 3009 Baptist Road Bridge: The project to replace the bridge that carries Route 3009 Baptist Road over railroad tracks between Horning Road and Route 3037 Hamilton Road in Bethel Park started in early March. Route 3009 Baptist Road will be closed to traffic through early fall 2008.

  • Route 3013 Brownsville Road Bridge: The project to replace the bridge that carries Route 3013 Brownsville Road Extension over Piney Fork in South Park Township started in March. The road is currently closed and traffic is being detoured through July 2008.

  • Route 3026 Miller Run: This project will replace the existing thru-girder bridge with a two-lane, multi-girder structure on Route 3026 (Miller Run Road) over Miller Run in South Fayette Township. The bridge will be closed during construction, which will begin this summer and conclude in February 2009.

  • Route 3048 Noblestown Road: This project is set to begin this summer on the bridge on Route 3048 Noblestown Road near the I-79 Carnegie interchange in Collier Township. Traffic will be detoured. The project will conclude in February 2009.

  • Route 3104 McKees Rocks Bridge Preservation: The project includes sidewalk replacement and deck, parapet and expansion dam repairs to the McKees Rocks Bridge over the Ohio River in the City of Pittsburgh. The project is set to begin this fall and conclude in early 2011.
