2009 LOWER TURKEYFOOT TOWNSHIP, Pa. -- A Somerset County man is charged with stealing an estimated $3,284 worth of electricity over two years.Mark Dugan, of Lower Turkeyfoot Township, bypassed a meter on his mobile home and tapped into Somerset Rural Electric's lines, according to state police.State police said Dugan had the electricity service turned off for his trailer April 2007, and he was arrested on Sept. 9.
