Councilwoman Twanda Carlisle Under Scrutiny For Health Study

City Councilwoman Twanda Carlisle is under scrutiny for a health study that cost taxpayers $30,000.

She commissioned a family friend to do the work and it appears the overwhelming majority of the 85-page study was copied from another study done in 2002.

Councilman Doug Shields said he'll raise the issue at Tuesday's council meeting.
