Councilwoman Refuses To Answer Questions About Study

The following report by Channel 4 Action News reporter Jim Parsons first aired on Channel 4 Action News at 5 p.m. on May 5, 2006.

City Councilwoman Twanda Carlisle has been saying all week that she would release a controversial $28,000 public health study Friday.

But when Channel 4 Action News found her at a Homewood Senior Center, she said the study was being released by the city solicitor.

"It's downtown. It'll be at the solicitor's office," Carlisle said.

"But we want to ask you some questions, Twanda," Parsons said. "Why won't you answer questions?"

"Because I'm not supposed to for legal advice. I've been asked not to give any comments," Carlisle said.

"But you said the report is downtown?" Parsons asked.

"Downtown," Carlisle said.

Carlisle ducked back inside the Homewood House, where the media was barred from entering.

She stayed inside for two hours, refusing to answer questions about the health study, which was conducted by a man who shares this Penn Hills house with Carlisle's mother.

The man is not a medical doctor.

Carlisle finally slipped out a back door of the senior center and got into a waiting car.

"Councilwoman Carlisle, why are you running? Why won't you answer our questions? You're acting like a suspect in a criminal case, why won't you talk to us? What do you have to hide here councilwoman?" Parsons asked.

Carlisle did not respond.

The City Solicitor's Office did finally release the controversial health study late Friday afternoon but had no comment on it.

New details emerging from the study include the fact that the man paid to conduct the study -- Leo o. Johnson-- claims to have a Ph.D. from Columbia State University.

The study is about 70 pages long and heavily cites statistics from a separate 2002 University of Pittsburgh study.

City lawyers have said they are trying to determine whether the matter should be referred to the District Attorney's Office.
