Koch Wins Special Election In City Council District 3

A special election was held Tuesday to elect a replacement for Gene Ricciardi in District 3 of the Pittsburgh City Council.

Democrat Jeffrey Koch won an eight-person race to succeed Ricciardi, who left to become a district judge.

Koch will serve until what was left of Ricciardi's term ends next year.

Allegheny County operated 42 precincts and expects to bill the city $35,000 for the costs of the special election.

The League of Young Voters held a "Party at the Polls" at the Bouquet Street entrance to Posvar Hall at the University of Pittsburgh.

The League registered 800 voters in the university dorms for the special election, and is participating in a Yale University study to see if having a party increases turnout more than traditional "get out the vote" efforts.
