Three young girls -- ages 1, 2, and 3 -- are in the custody of Allegheny County after being found living in deplorable conditions, Rankin police said Friday.

There was feces but no food in the refrigerator at the children's Miller Street home, prompting police Chief Darryll Briston to call the case "one of the worst" he had ever seen.

In addition to food, Briston said the house lacked running water and electricity. A television was powered by an extension cord that had been hooked up to a neighbor's outlet, Briston said.

Hazel Horn, the girls' 42-year-old grandmother, was arrested and charged with child endangerment. She was also charged with public intoxication because she was allegedly drunk at the time of the arrest.

The girls are being cared for by the county's Office of Children, Youth and Families.
