Police in Forward Township have charged a man who they said was drinking and scratching off lottery tickets while his 9-year-old daughter waited alone outside the bar.

Police issued a statement Saturday afternoon, indicating that William Eric Hoover was charged with one count each of endangering the welfare of children and recklessly endangering another person.

According to witness accounts, police said Hoover was inside Molnar's Lounge on Route 51 for more than an hour and a half on the night of March 14.

Police said officers who arrived at the scene found Hoover inside the bar drinking beer and scratching off lottery tickets. The officers said Hoover was so intoxicated that it would have been unsafe for him to drive.

Hoover's wife was called, and both her husband and daughter were released to her care.
