City Council president Gene Ricciardi and councilwoman Barbara Burns want to limit strip clubs and other businesses from opening anywhere in the city, except downtown.
The Pittsburgh Cultural Trust and the Pittsburgh Downtown Partnership worry that business owners could claim First Amendment rights violations, because the zoning law would leave them with few places to open up shop.
