Charges Dropped In Smith Police Officer's Misconduct Case

Two Other Township Officers Still Face Charges

Charges were dropped against one of three Smith Township police officers who were accused of various charges at a preliminary hearing Wednesday.

District Judge James Ellis dismissed counts of conspiracy, official oppression and false swearing against Officer Amber Price after she claimed that Officer Michael Andre North wrote up a warrant that had false statements in it, which she said she wasn't aware of when she signed it.

The charges were originally filed by Washington County District Attorney Steven Toprani as part of an ongoing investigation of alleged misconduct.

Officer Derek Dayoub, 26, of Scott Township, Allegheny County, is charged with simple assault and official oppression in connection with two altercations.

An employee at a Burgettstown McDonald's restaurant claims Dayoub squeezed a pressure point that caused him to collapse in October, and a man claims Dayoub threw him into the rear taillight of a car and pepper-sprayed him without provocation in September.

North, 30, of McDonald, is charged with burglary, robbery, theft, official oppression, perjury and conspiracy in two cases.

In the first case, Toprani said North forced his way into a woman's house, accused her of selling prescription drugs, searched her bedroom drawers and took three tablets.

Then, North was charged with trying to buy prescription painkillers from a police informant, Toprani said.

In addition, Toprani said North pulled over a driver and later lied to get a search warrant for that person's house.
