State police said a sex offender who's listed as "absconded" on Pennsylvania's Megan's Law Web site was found with a missing, mentally challenged woman.

Gabriella Trayer, 20, and Robert Hebb, 44, had last been seen in New Castle, Lawrence County, sometime around the morning of Feb. 9, police said.

"Some of her judgment skills and some of her disabilities range anywhere from a 4-year-old to being an adult," Trayer's mother, Rita Willis, told WTAE Channel 4's Sheldon Ingram on Friday.

Sgt. Brian Haggerty, of Missouri Highway Patrol, pulled Hebb over for a traffic violation Thursday afternoon in Lee's Summit, Mo.

Hebb, of New Castle, was taken to the Lafayette County Jail to await extradition to Pennsylvania.

Trayer was safe and her parents traveled to Missouri to pick her up, Pennsylvania state police said.

"I told her from the beginning, once I found out they were friends, that he was bad news and to stay away from him," Willis said. "But because of her judgment skills, she disregarded what I said."
