2 Plead Not Guilty In Slayings of Ex-Carroll Police Chief, Wife

Two suspects have been formally arraigned on charges connected to the killings of a former police chief and his wife in Carroll Township, Washington County.

Tecko Tartt, 21, of Donora and Washington, and Justin Welch, 21, of Charleroi, pleaded not guilty to criminal conspiracy in the March 4 deaths of Howard and Nancy Springer in Carroll Township.

Tartt is also accused of providing the gun that police believe was used to shoot the Springers at their home on Highland Road.

Prosecutors are seeking the death penalty for the alleged shooter, George Szakal, 25, of Webster.

Police said the Springers were targeted for a robbery at their home, where they sold precious metals and coins.
