Sex Assault Of Girl On Butler Fair Ride Alleged

Bond Set At $50,000 For Suspect

A man is accused of sexually assaulting a 12-year-old girl at the Big Butler Fair and violating his parole, state police said.

John Roy Barlow Jr., 44, of Grove City, remained in custody Monday after being arrested on charges of felony aggravated indecent assault and misdemeanor indecent assault and corruption of minors.

State police said Barlow has violated the conditions of his parole, but they did not immediately specify the conditions.

Authorities arrested Barlow at the fairgrounds on Friday evening, where a girl accused him of assaulting her while she was aboard a swing ride.

Investigators said that while in the air, Barlow grabbed the chain on the girl’s swing, pulled her toward him and fondled her.

The victim’s family claims fair employees never helped the girl.

"I'm upset. This is a public place; why didn't they stop it before it happened?" said the girl’s sister, Mandy McKnight.

The alleged victim’s father, Michael McKnight, was not at the fair, but said family members had to force security to get involved.

"There were witnesses that seen it all,” McKnight said. “My daughter’s screaming bloody murder to stop the ride and get off, but the guy would not stop the ride."

Les Powers, who operates the fair, maintains his employees acted as quickly as they could.

"The second person that's watching the ride told the operator to bring the ride down,” Powers said.

“The ride can't stop immediately because of the chains. You'll have more problems. You have probably 40 people at the time."

Once the swing was stopped, Barlow headed for another ride at the fair.

Powers said his employees locked Barlow onto the ride and would not release the bar until police arrived.

A district judge has set his bond at $50,000.
