Alleged Penn Township Flasher Arrested Again

WESTMORELAND COUNTY, Pa. -- A man from Penn Township, Westmoreland County, is accused of flashing for the fourth time.Samuel Belak, 56, is charged with indecent exposure and open lewdness for the most recent incident, which police said happened at about 10 a.m. Wednesday.Township police said Belak was wearing only a winter coat and exposed himself when a woman drove by him on Long Drive.
Belak spent time in jail for two similar incidents, and another in 2003, when he went to a restaurant drive-through naked, according to court papers.He's being held in the county prison.
