Over the years since the Mellon Arena was built in Pittsburgh's Hill District, residents said the city went about it the wrong way and want things to be different for when the new Penguins arena is built.

On Thursday, Mayor Luke Ravenstahl said he is taking steps in the right direction to make that happen.

Residents of the Hill District said the new arena should bring new life to the area. Ravenstahl said he agrees, with a pledge for basic amenities.

"It's benefits for the community," he said. "It will include the development of a master plan."

The pledge begins with a new grocery store for the Hill District.

"I think that would be wonderful," said Hill District resident Regina Lee. "So many of the older people don't have to go so far."

Ravenstahl said the financing strategy is something that must be worked out with existing agencies rather than grass-roots organizations.

He also pledged a new YMCA, as well as a job-training facility for the Hill District.
