2007 NORTH HUNTINGDON, Pa. -- Construction on a Westmoreland County Wal-Mart has come to a halt because of stability issues.Officials in North Huntingdon said they don't want another Route 65 landslide on their hands.It's been more than two months since there has been any movement at the site of the Wal-Mart on Route 30.The township said more than 400,000 cubic yards of dirt will have to be relocated before things can get moving again.The contractor told North Huntingdon officials that the soil at the site is unstable and to fix the problem, they need to bring the entire hillside down about 15 feet and level it off.North Huntingdon Planning Director Andy Blenko said he couldn't get any answers from the developers, Debartolo Property Group, on whether the removal can be done.But Wal-Mart said the delay has nothing to do with soil instability. They told WTAE Channel 4's news exchange partners at the Tribune-Review that they're waiting for a highway occupancy permit from the Pennsylvania Department of Transportation so they can connect to Route 30.PennDOT would say only that they've received an application for a permit but are still reviewing it.While the project sits idle, North Huntingdon residents are forced to take detour routes, because construction has closed Barnes Lake, a major road in the community.But with all of the problems, completion of the site could be delayed for more than a year.
