2007 KILBUCK TOWNSHIP, Pa. -- Wal-Mart, who took over the site in Kilbuck Township last month after a landslide halted plans to build, has sent a proposal on how they plan to stabilize the hillside.Wal-Mart is suggesting a possible target date for the stabilization of the hillside by Oct. 31 but said if that deadline is not met, it has a contingency plan for the winter.The main obstacle standing in Wal-Mart's way is that its former contractor, Kilbuck Properties, has not paid subcontractors for measurements and analyses of the site.Wal-Mart has to try to negotiate payment to try to get the information that has been gathered for months.A spokesman said Wal-Mart would not consider development until stabilization is complete.Wal-Mart sent a proposal to the Department of Environmental Protection, which said it hopes to have a meeting in June to outline the stabilization schedule.
