Councilwoman Won't Resign; Waives Hearing In Theft, Conspiracy Case

UPDATED: 3:42 pm EDT April 18, 2007

A Pittsburgh councilwoman charged with theft and criminal conspiracy said she will not resign from office.

Twanda Carlisle, 48, waived her right to a preliminary hearing on Wednesday morning. She's accused of funneling more than $43,000 to herself through payments she made to various consultants.

According to a criminal complaint, 80 deposits were made to Carlisle's personal and campaign bank accounts, 63 of them made in cash. It was not immediately clear what may have been done with the money.

Carlisle attended Tuesday's City Council meeting and said she was elected to represent her district, which she intends to do.

"I'm on Pittsburgh City Council, and I'm representing council District 9, and council District 9 needs a representative," said Carlisle. "As an elected official, where else would I be? I'm representing council District 9 and the city of Pittsburgh. I was elected to this job. I'm going to do this job to the best of my ability and keep moving forward. And I thank you all today."

"My job as Pittsburgh City Council president is to keep this council focused on the tasks at hand, and that's the people's business," said Council President Doug Shields. "Beyond that, whatever happens, happens."

Carlisle is accused of criminal conspiracy, violations of the state Ethics Act, failing to file required financial disclosures, and five counts of perjury under the state Election Code.

Carlisle is charged with a criminal kickback conspiracy to pocket more than $43,000 in taxpayer money from consultants she paid from her council budget.

She refused to answer questions on the charges.

"I'm not resigning," said Carlisle. "I'm moving forward and keep on running. Thank you."
