2006 WASHINGTON COUNTY, Pa. -- The groundbreaking for the start of Western Pennsylvania's first casino was held in Washington County on Thursday morning.The Meadows Racetrack is building a temporary casino, but has plans to build a permanent, two-story casino with roughly 3,000 slot machines."We don't want to just be a building with slot machines," said casino owner Bill Paulos.
