Teachers Want Contract Issue Review, County Wants Whole Package

The teachers' union in the South Butler County School District north of Pittsburgh is arguing with the school board over what kind of nonbinding arbitration to use to settle their contract dispute.

The teachers went on strike for 12 days beginning Sept. 21, but returned to class so students can have 180 days of classroom instruction by June 15.

It's the second strike in a year for the teachers, who have been working without a contract.

State law says the sides must submit to nonbinding arbitration, but they're bickering over how that will work.

The school board wants arbitrators to select a package proposal submitted by either the union, the district or a third party. The union wants to review the contract issue by issue. That means the arbitrators could agree with the union on salaries, but side with the district on health benefits, for example.
